Initial import of pf limit check for Nagios.

check_pf_limits - checks status OpenBSD's PF limits

check_pf_limits needs to run "pfctl -s" so will need permission to the pf device.

Currently checked limits are 'states' and 'src-nodes'.

For more information on pf(4) see the OpenBSD man page.
