Switch from sudo to doas

I nearly forgot sudo was a thing.

Only require sudo for the actual bioctl call

This means we don't need to run perl as root.

add a README, cuZ that is important.

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
