Apply credits to the oldest invoices first

Apparently applying to the newest is confusing, which isn't altogether
that surprising.

Add an accessor for users with credits

That way users who pre-pay can see that.

use YAML::XS instead of YAML::Any

I prefer the output it gives, makes my state file not be one big change
